Wayne Bertram Williams was born in 1958, in Atlanta, Georgia. He was the only child to his mother and father, who were both school teachers, and he graduated with an honor's degree from Fredrick Douglas High School. After high school, Williams went to Georgia State University for only one year before he dropped out. His parents spent a lot of money on his goals at his request, but hardly any money was ever returned to his parents. Williams created his own radio station at the young age of 16 and sought to make it big by scouting talented musicians and artists. He also worked with Benjamin Hooks, a key black figure and leader of the NAACP, on another radio station. Williams had several strange ways of going about getting money, aside from borrowing from his parents. One such way was that he would be able to get to accidents, like fires, before any officers, thanks to him owning his own police scanner. He would then take photos of the accident and sell them to newspapers. Williams must have gotten eerily good at pretending to be an officer, because in 1976 he would be arrested for impersonating a police officer. He was not charged for his crime.
Wayne Williams was considered a sociopath because his killings weren't planned, and he generally kept to himself. For example, if a young black child was walking alone in a relatively isolated place Williams simply could not resist the urge to kill, especially because it was such an easy target.
The KKK was another suspect at the beginning of the crimes. The clan was an easy target, because all of the victims were black. A white supremacist group killing black kids? It makes sense as to why some would blame them.
